Position Summary

The Rural Health Clinic Manager is responsible for the overall leadership, administration, operational performance, financial management, and strategic direction of the Rural Health Clinic.
This position provides direct oversight of clinic personnel, patient care operations, revenue cycle processes, quality initiatives, regulatory compliance activities, and organizational growth opportunities. The Manager works collaboratively with providers, executive leadership, and support departments to ensure exceptional patient care, strong financial performance, and operational excellence.
Essential Responsibilities

Leadership & Team Development

  • Provides leadership and direction consistent with organizational mission, vision, values, and strategic goals.
  • Recruits, interviews, hires, develops, and retains high-performing team members.
  • Conducts employee performance evaluations and probationary reviews.
  • Utilizes coaching, mentoring, and corrective action processes as appropriate.
  • Identifies training and development opportunities to support employee growth.
  • Plans and facilitates staff meetings and ongoing communication initiatives.
  • Builds a positive, accountable, and patient-centered workplace culture.
  • Serves as a role model for professionalism, collaboration, and service excellence.

Clinic Operations

  • Oversees daily clinic operations to ensure efficient workflows and patient access.
  • Supervises scheduling processes, referral management, and patient flow.
  • Coordinates telehealth services and scheduling activities.
  • Maintains clinic records, documentation, and operational systems.
  • Supports front desk and scheduling functions as needed.
  • Ensures adequate staffing and operational coverage.
  • Monitors utilization of equipment and supplies and oversees purchasing activities.
  • Collaborates with ancillary departments to maintain a safe, clean, and secure environment for patients, visitors, and staff.
  • Supports implementation of new programs, services, and operational initiatives.

Patient Experience, Quality & Safety

  • Promotes a culture of safety, quality, accountability, and patient-centered care.
  • Serves as a patient advocate and upholds the Patient Bill of Rights.
  • Oversees patient complaint resolution and service recovery efforts.
  • Participates in organizational performance improvement initiatives.
  • Collaborates with providers and clinical staff to improve patient outcomes and satisfaction.
  • Supports quality reporting and regulatory readiness activities.
  • Ensures compliance with clinical, operational, and organizational standards.

Revenue Cycle & Financial Performance

  • Oversees point-of-service collection processes and related performance metrics.
  • Monitors patient scheduling, registration, and payment workflows.
  • Participates in finance meetings relevant to clinic operations and established KPIs.
  • Responsible for training staff on patient payment systems and collection processes.
  • Monitors billing, reimbursement, and revenue cycle performance.
  • Coordinates with finance and patient accounting functions to support accurate and timely reimbursement.
  • Monitors activities involving insurance companies, collection agencies, providers, and patients and recommends corrective actions as necessary.
  • Supports initiatives that improve clinic productivity, reimbursement, and financial performance.

Budgeting & Strategic Management

  • Develops, manages, and monitors the Rural Health Clinic operating budget.
  • Responsible for budget planning, forecasting, and expense management.
  • Monitors revenue, productivity, staffing costs, and operational expenses.
  • Provides operational and financial reports to executive leadership and providers.
  • Identifies opportunities for growth, operational improvement, and enhanced patient access.
  • Participates in strategic planning and organizational initiatives.
  • Supports business development opportunities and future service expansion.

Regulatory Compliance

  • Ensures compliance with Rural Health Clinic regulations and applicable federal, state, and local requirements.
  • Supports accreditation, licensing, and survey readiness activities.
  • Maintains confidentiality and compliance with HIPAA and organizational policies.
  • Ensures required documentation and records are maintained appropriately.
  • Promotes a culture of compliance and accountability.

Qualifications

Required

  • Minimum three (3) years of management or supervisory experience, preferably in a healthcare setting.
  • Demonstrated leadership and team development experience.
  • Knowledge of clinic operations, revenue cycle processes, and healthcare reimbursement.
  • Knowledge of Medicare, Medicaid, and third-party payer requirements.
  • Ability to collaborate effectively with providers and interdisciplinary teams.
  • Strong communication, problem-solving, and organizational skills.
  • Proficiency with Microsoft Office applications, including Word and Excel.
  • Ability to manage multiple priorities and perform effectively in a dynamic environment.

Preferred

  • Bachelor's degree in Healthcare Administration, Business Administration, Nursing, or a related field.
  • Experience in a Rural Health Clinic, Critical Access Hospital, Federally Qualified Health Center, or ambulatory care setting.
  • Experience with budget development and financial management.
  • Additional language proficiency.
